Delegated Authority is a program built on a simple but powerful premise: that Aboriginal and Torres Strait Islander leaders are best placed to make statutory child protection decisions about children and families in their own communities.

QATSICPP engaged Ethicol to measure what that shift actually means, in human and economic terms, to build the evidence needed to support the ongoing expansion of the program across Queensland.

Ethicol undertook in-depth case studies at both early implementation sites, listening closely to the people inside those communities who are living and leading this work every day. This was paired with a thorough search of academic literature to identify the social and emotional wellbeing benefits and the lifetime opportunity impacts for Aboriginal and Torres Strait Islander children and young people when decisions about their lives are made by people who truly know them.

A final report was delivered outlining a framework for measuring the economic and social benefits of Delegated Authority. QATSICPP now has a robust evidence base to support the ongoing expansion of Delegated Authority across Queensland.
